New Delhi: Pakistan must act with "urgency and resolve" and cooperate "fully and transparently" in the aftermath of the Mumbai terror attacks, said US Secretary of State Condoleezza Rice on Wednesday.

"Pakistan needs to act with urgency and resolve and needs to cooperate fully and transparently," Rice told reporters during her one-day visit to Delhi. America has asked Pakistan to bring to justice those involved in terror attacks and to see that such attacks don't take place, she said.

She said she was visiting India was to express solidarity and give whatever help needed. "Perhaps we have some sense of what this is like, the sense of vulnerability, the questions that arise and the desire to make sure it does not happen again."

Rice refrained from pointing to an al Qaeda hand in last week's terror attack in Mumbai but said it bore the stamp of the militant group. "Whether there is a direct al Qaeda hand or not, this is clearly the kind of terrorism in which Al Qaeda participates," said Rice.

"This is not just terrorism in the general sense but meant to send a strong message that people are not safe," she added

"It is not just a case of coming to any conclusions, although the US is engaged in information sharing and providing forensic help," Rice maintained.

"It is important to go to the source to know what happen...to follow all the leads (there are)," she added.

In this context, Rice noted that Pakistan "has unequivocally said that it intends to cooperate" in the probe into the Mumbai blasts and that President Asif Ali Zardari "has said he will follow the leads wherever they go".

"I think we should refrain from speculation on what Pakistan should do," Rice said in reply to a question.

Rice parried questions on what Pakistan should do to meet India's demand that it hand over fugitives like gangster Dawood Ibrahim and Lashkar-e-Toiba (LeT) terrorists, blamed for the Mumbai terror attacks, to New Delhi.

She said the US would like to cooperate with India and share expertise gained in the aftermath of 9/11 attacks. Rice arrived in Delhi on Wednesday as part of urgent US efforts to ease tension between India and Pakistan that has surged over the Mumbai attacks.

Pakistan President Asif Ali Zardari said he doubted Indian claims that the only surviving Islamist gunman out of the 10 who attacked Mumbai was a Pakistani. At least 183 people were killed in the three-day rampage in India's financial capital that ended on Saturday.

Rice cut short a European tour to come to India. She will meet Prime Minister Manmohan Singh.
